"Configuring Intellisense" link in C/C++ Release 0.15.0 notes gives "404 page not found." #1611

* step-by-step instructions to reproduce the issue
            1)After the initial installation of the C/C++ extension, one sees the release notes in the open editors.
             2)Within the release notes, on the right side, under "Getting Started", the following link point to GitHubs' default 404 page: Configuring IntelliSense (https://github.com/Microsoft/vscode-cpptools/blob/master/Documentation/Getting%20started.md)
