Requires at least node 12, and will fail to run on builds lower than that, so we will need to be conservative in our version detection. See: nodejs/node#12665 (comment)

I thought this would work because it does on the CLI, but Node does not allow this in its NODE_OPTIONS, so this is blocked for the moment. I pushed stubs for the code, it just no-ops for the moment.
