Address issues with interpreter discovery component

Hello, can one of you elaborate on the exact issue with discovery that is being solved here?
I've finally updated my vscode recently and it has broken test discovery.
I'm sure there are more details on the internal repo, but expanding on the issue's cause and workarounds could help those of us that are hitting it now.

@JacobCallahan Sorry for the late reply. This is only for python interpreter discovery, and not test discovery. So please open a new test issue if you still have it.

@karrtikr I'll try to set aside some time tomorrow and try test discovery with the latest version. If the issue persists, then I'll open a new one and link it here. Thanks
