Issue reporter should let me create a draft issue on github, even when signed in #117657

  2. Open issue reporter

Feature Request
There is currently only a create on github button. I'd like an button that lets me create an issue using the issue reporter's previous flow, which started with a draft issue instead. This is useful if you need to upload images to an issue or generally like filling in the issue on github instead

VS Code version: Code - Insiders 1.54.0-insider (c47da72, 2021-02-24T12:22:35.736Z)
OS version: Darwin x64 20.3.0

It'd be nice to also be clear which account will be used to create the issue along with this work.

It is also a bit weird that the behavior changes depending on whether you are authenticated within VS Code (relevant code). In my case I think I used the feature a few months ago when I was not authenticated within VS Code, authenticated in the meantime and now used it again and 'suddenly' it behaves differently.
To be fair, the button text seems to change from "Preview on GitHub" to "Create on GitHub" (relevant code), but a user might not notice it or assume the translation string was changed by an update.

I use multiple GitHub accounts for work and personal usage and I'd prefer to report VSCode issues via my personal account. If draft support was added I could copy the results and post it under a different account than the one signed-in to VSCode and my default Firefox container.
