Include diagnostics in NES prompts

We should explore including a subset of diagnostics in the xtab prompt (both for the main NES and for the next cursor prediction prompts). Some starting ideas:
* when there are many diagnostics for the current file, prioritise the ones closer to the cursor
* when there are few or no diagnostics, look also for diagnostics in other files where the related location points to the current file
