1st party extension's walkthrough's when clauses are not longer being overridden by experiments.
This was previously removed in: https://github.com/microsoft/vscode/pull/177505/files#diff-ef0653ae93121f64b9d756dff8460099cba11fc175134d2ff193b671fe3f9003 as cleanup effort since there were no experiments using this token.
@luabud requested this be added back for upcoming experiments.
