Outdated version of Microsoft.Diagnostics.NETCore.Client creates always exception warnings in log files

Description

The project Microsoft.TestPlatform.Extensions.BlameDataCollector has Microsoft.Diagnostics.NETCore.Client dependency with outdated version 0.2.0-preview.23211.1. This creates always FileNotFoundException or ReflectionTypeLoadException in diag log files e.g.

The latest version of Microsoft.Diagnostics.NETCore.Client package will not create these exceptions.

Steps to reproduce

Execute coverlet CI build and analyze TestLogs_Windows_NT_Debug log files.

Expected behavior

No exceptions are reported.
