Compliance module fix

This PR closes #543 by:

• Removing circular reference in microsoft.graph.ediscovery.sourceCollection and microsoft.graph.ediscovery.tag entities.
• Adds directive to remove undocumented breaking cmdlets in Compliance module.
• Ensures build errors are written to pipeline when generating modules in parallel.
• Updates weekly ADO pipeline to autoincrement build number instead of minor number. e.g. 1.3.1 will be bumped to 1.3.2.

These changes should unblock our weekly release cadence.
