Support Resizer

Two Requests :

1. Add Angular and Typescript support for enableResize: true in the Croppie.CroppieOptions class. It is currently missing from the class implementation.
   Since the Resizer option is in the Croppie docs, which the angular package refers to, it appears this feature should be available.
2. Add Resizer support for touchscreen devices. The draggable icon currently appears when using the resizer option on a device, but is not draggable using touch screen gestures. It currently does seem to work in the browser using a mouse event, even though the type is missing from the angular package.
