A minor change that I was going to make in my last v2-related PR but forgot to.
best_sent_block_headerwas initially introduced when working on v1-related improvements, but then the corresponding logic had to be turned off, because v1 peers couldn't handle it properly. But it can be re-enabled in v2.This covers the second checkbox in #1199
