Why
必ずしもソフトウェアのバグとは言えず単にセットアップの問題の可能性がある
[Bug?]ラベルがついたissueが散発的に作成されるので、バグ報告の部分でもDiscussionsへ誘導することで減らしたい。理想論的にはRenovateのように全てのバグ報告は一度Discussionを経由するべきだと思うが、これについてはおそらく運用方針を劇的に変える必要があるのでこのPRでは対象としない。
