The kube config can contain
certificate-authority-datawhose value is a base64 encoded PEM file.This PR adds allows that setting to be used.
With this change if both
certificate-authorityandcertificate-authority-dataare provided thencertificate-authority-datawill over-ride any certificate previously read for thecertificate-authoritysetting.
