- Removes DHCL location
- Refactors file loading of location names so it only happens once
- updates image to use ruby 3.2
- updates bundler
- updates gems
* updates tests.yml to use 3.2 and latest dotenv and checkout * updates Dockerfile and Dockerfile.prod to use 3.2 and bundler 2.4.7 * updates gems
