Active Fedroa Noid 2.0.0 beta 2 placeholder

CC 1.1 requires ActiveFedora::Noid 2.0.0beta1 that has an outstanding issue for production installs: samvera/noid-rails#29

We need a placeholder to keep production deploys working until the issue is addressed. The doesn't effect dev or test, just staging(production).

When Sufia 7.0 is out of beta, and CC no longer requires ActiveFedora::Noid 2.0.0beta1, we can remove the placeholder (see: app/models/minter_state.rb)
