Update features/verify-rust-std branch #3435

This is not intended for a merge. We want to ensure that all CI checks pass and review the full list of commits before updating this branch. I had to remove two commits:

  1. The previous update involved merging a commit into this branch. I’ve removed that merge and instead pulled changes directly from main. This is the approach we should use going forward.
  2. I also removed a cherry-picked commit from PR #3375, as it is no longer necessary.

If everything looks good, I’ll force push these changes to the features/verify-rust-std branch.
