Bump inspector, cli, client, server to 0.10.1
Motivation and Context
The postmortem for 0.10.0 is here.
tl;DR - looks like build wasn't done before the final publish step.
How Has This Been Tested?
Verified all the proper changes were made in package.json for project, cli, client, and server, as well as the package.lock.json.
