Add diagnostic: mfo

Add the 'mfo' diagnostic, which are time series of transports through chokepoints.

Units are kg s-1, and there are 15 different passages.

I would encourage online. We already have code to transports through passages, correct?

We have section data at high frequency but they are necessarily oriented
with the grid and so not useful for chokepoint integrals. For choke points
we need to add code to do integrals along arbitrary paths. This is
conceptually easy BUT introduces global communication so will need to be
done with care.
