MOM_state_initialization::MOM_temp_salt_initialize_from_Z uses the raw NetCDF Fortran API, and expects that the INIT_Z file contains the _FillValue attribute for both temp and salt. If this attribute isn't found, we fall back to using NF90_FILL_DOUBLE instead of aborting.
