Proposed changes

Jira ticket: CLOUDP-269500

This PR adds the logic to handle failures in the release process.
Logic:

  • Check if there is already an issue for it
  • If not, file a new GH issue in the repo
  • Create a new Jira ticket
  • Append the Jira ticket to the GH issue

I tested the logic in a fork: andreaangiolillo#54
