Staking pallet updates for the mark inactive collator feature #791

Description

This PR updates the staking pallet page to reflect the additions to the interface that support the mark inactive collator feature.
Related: moonbeam-foundation/moonbeam#2259

Checklist

  • If this requires translations for the moonbeam-docs-cn repo, I have created a ticket for the translations in Jira

  • No additional PRs are required after the translations are done
