What does it do?

What important points reviewers should know?

Is there something left for follow-up PRs?

What alternative implementations were considered?

Are there relevant PRs or issues in other repositories (Substrate, Polkadot, Frontier, Cumulus)?

What value does it bring to the blockchain users?

Is there an ETA for this PR? We'd find it very useful at Sphinx, so we'd really appreciate it if you could fit this into your short term roadmap!

Hi @sam-goldman this was rebased in #2796, and will most likely be included in the next runtime/client release.
