Add stale bot in github workflow

What this PR does:
Add stale bot in our workflow
An issue or PR will be automatically marked as stale if it has not had recent activity in the last 30 days. It will be closed in the next 7 days unless it is tagged (pinned, security, good first issue or help wanted) or other activity occurs

I tried to use https://github.com/apps/stale but saw some complaints about it ,see TheAlgorithms/C-Plus-Plus#1605 and probot/stale#349
Finally I chose to use https://github.com/marketplace/actions/close-stale-issues instead
