Support LDAP and HRIS groups

I'm not actually sure how to implement this, but we probably would want to whitelist which groups are groups creating team drives anyway.

Maybe something like this:

"ldap": { "values": {
  "some_ldap_group": ["has_teamdrive"]
}}}

As the value of the group is currently unused, it could have a list of group-attributes. This would also need DinoPark support... This is just an idea so far.
