Selecting any search suggestion doesn't open google with new tab with custom URL

When selecting a search suggestion with new Tab set to a custom URL doesn’t open the suggestion.

Steps to reproduce

1. Set a new Tab with a custom URL from settings
2. open a new Tab
3. select the toolbar and type any text
4. select a search suggestion

Expected behavior

It opens google with the search suggestion

Actual behavior

It does return to the tab without opening the search suggestion

Verified as fixed using iPhone 16 Pro (18.2) and v9000 (50761).
