It turns out that chrome.storage.managed is defined for Opera, so the previous feature detection method did not work.
Since 25 February 2014 (crbug.com/345882)

Some miscellaneous bugs that I spotted when @5953lc and I got in a debugging session.
The streamsPrivate API change is an important fix that re-enables POST support for Opera.
