Remove Physical Requirement from Voting Meetings

Problem

For the past two and a half years, we've been holding voting meetings virtually (plus one hybrid) through the exceptional virtual meeting system. Now that it's clear we'll be continuing to use that system going forward, let's make that system the plan going forward and remove the physical requirement from voting meetings.

Proposal

Remove the exceptional virtual meeting category and allow voting meetings to occur anywhere. There is an additional small change needed to allow voting meetings to be scheduled even if we don't have any other voting meetings.
