This patch ensures that when LuminanceFormat is used in WebGL, it is validated and correctl y mapped to RedFormat with NoColorSpace, preventing unsupported behavior and matching expectations in WebGL2.

LuminanceFormat was deliberately removed in #30934 and hadn't worked in years, anyway. It's not supported in WebGPU so I don't think we should consider adding it back.
