Changes:

The usual round of package updates
The GUI installer no longer works on Windows 8.1. Use the installer from https://github.com/msys2/msys2-installer/releases/tag/2024-01-13 instead.
Provide a .tar.zst archive in addition to the .tar.xz archive (similar size, faster to unpack, 0.7 sec vs 2.7sec). The .tar.xz archive is now deprecated.
