Key Rotation/Change Password

Currently once a password is set for encryption then it cannot be changed. It would be helpful to the end user to rotate or change this password over time.

 - Will require a `change-vault-password` command that prompts the user for the current password and new password.
 - Will require the whole vault to be encrypted again and uploaded.
