Start iterating on release flow to better promote that deployment urls
First iteration on improving #572

On releases page:

  • Add header showing active deployment. With a button to open in a new tab.
  • If no active deployment, propose to deploy most recent release

On release page

  • Add header indicating whether it's the currently deployed release
    • If not, show button to deploy or roll back to the selected release
  • Add button to open the latest deployed release.
  • Add permalink
  • Remove table of pages
