Help the community find requests that need help

We've been thinking lots lately about how the community of people on Right To Know help each other (openaustralia/righttoknow#637). We're imagining a page that lists requests where the requester has asked for help, e.g. they need help getting a reduction in charges, or they need help clarifying their request. The requester would be asked what they need help with and the community could then respond by adding annotations giving this help.

One idea we had was creating a new status on a request, "I need help". If you select this status then you're prompted to add an annotation describing what you need help with. It also flags the request so it shows up on the page that lists requests where help is needed. People in the community could follow that page and get email alerts when there's a new request that needs help.

Thinking out loud: the most obvious preexisting candidates for this kind of help might be requires_admin requests.
