Enable users to flag their request as in need of advice and assistance on next steps #5296

While setting such a flag could prompt a message to site admins, all users could be given the ability to see (or get alerts for?) a list of requests flagged as in-need of advice on next steps so anyone could offer advice via annotations.

Related #34 (Special annotations - including flagging annotations by administrators - advice from the site support team could be highlighted).

To achieve this requests could be marked as requires_admin and follow the search for https://www.whatdotheyknow.com/search/latest_status:requires_admin (though as you can see, that search isn't great as it looks for the latest user-supplied status, not the latest calculated status.
