• Add MethodBase.GetParameters().
• Add Type.GetConstructors().
• Add ParameterInfo class.
• Add Unit Tests to cover the new classes.
• Bump AssemblyNativeVersion to 100.5.0.16.

• Resolves Add Type.GetConstructors() and MethodBase.GetParameters() Home#957.
