Improve error message on ESP32 bootloader failure

Description

• Add error message with guidance on what to do and link to IDF troubleshoot guide.

Motivation and Context

• When failing to enter ESP32 bootloader the behaviour wasn't the best and not very clear.
• Addresses Add Support for ESP32 S3 Home#970
