Add support for 1-wire interface for ESP32

Description

1-wire interface is now implemented for ESP32. It uses the UART 2 with GPIO16/17 for the communication.

Motivation and Context

• Resolves Add native implementation for 1-Wire API in ESP32 Home#434

How Has This Been Tested?

Tested with 1-wire sample application and two DS18B20 temprature sensors attached
