Add support for Win.Storage format volume

Description

• Add implementation for ChibiOS and ESP32.
• Rework SPIFFs HAL to extract format code to allow reuse.
• Update assembly declaration.
• Update CMake module.
• Add stubs for all other platforms.

Motivation and Context

• Following Add API to format volume Windows.Storage#296.
