Add missing defines in mcuconf header of ST_STM32F769I_DISCOVERY

Description

• add missing defines in mcuconf.h

Motivation and Context

• all required settings are to be in the mcu configuration header otherwise default or wrong values will be used

How Has This Been Tested? (if applicable)

• image loaded on erased target board
• check for proper boot and USB device enumeration in nanoBooter and nanoCLR
