Fix issue #70

Description

• Fixes/Closes/Resolves ST_STM32F4_DISCOVERY is not loading CLR from booter Home#70
• Fixes/Closes/Resolves CLR does not launch on power-up Home#143
• Removed SWO support for Quail and Netduino3 as the needed hardware is not available on them.
