Work on watchdog definitions

- Implement watchdog clock in watchdog source code freeing the developer from having to dig up the value or having to set it per target
- Fix the IWDG_WINR register value for targets that have windowed watchog
- Add code to properly set the debug registers to stop the watchdog on debug
- Add include in CLR main to get declaration of WatchdogInit
