Fix for issue #402: Type.GetInterfaces doesn't return the inherited interfaces

Description

Implemented a 2-pass algorithm. In the first pass count the interfaces and create the result array. In the second pass fill the array.

Motivation and Context

• Fixes Type.GetInterfaces doesn't return the inherited interfaces Home#402

How Has This Been Tested?

using System;

namespace NFApp1
{
	public interface IBaseClass { }

	public class Base : IBaseClass { }

	public interface IDerivedClass { }

	public class Derived : Base, IDerivedClass { }

	public class Program
	{
		public static void Main()
		{
			Type[] i = typeof(Derived).GetInterfaces();
		}
	}
}

This code returns now an array with two elements; the IDerivedClass and IBaseClass interfaces.
