Describe the bug
The link in the readme file to join the community mailing list results in a "Page Not Found" error.

Current Workaround:

send an email to the list cfs-community@lists.nasa.gov with the word subscribe in the subject line. It will get flagged for moderation and we can then manually add the sender to the list.

The official method of joining the list seems to be broken right now....

- Consolidates all mentions of the community and product-team with links to the appropriate ReadMe sections
- Includes instructions to unsubscribe.
- Removes trailing whitespace for many lines.
- Fixes minor typos throughout markdown documents.

Moves the "Getting Help" Section up towards the top to make it easier to find and adds link to contributing guide.

Demotes the "release notes" section to the very bottom but duplicates the "see github releases" link in the reference documentation section.
