See discussion: #1299

We discussed today (11/14/24) and decided to set UseExceptions with a context manager in the main entry points (CLI, workbench server), but not set it individually for each function. We'll add a note to the API docs that the python API expects UseExceptions to be set to True, and ideally also add an invest warning if the variable is unset.
