Fix #47 #48 #49

Greetings,

This PR fixes two problems. (#47 & #48)

ceHigh option does not exists somehow; CE was pulled low; PRX was not listening;

W_ACK_PAYLOAD won't trigger TX_DS or MAX_RT at the first place.

This enables ``` Promise.resolve() .then(willWrite("3")) .then(willWriteAck("4")) .then(function(d){console.log(d)}) ```

I'm having the same: TX with ack doesn't work
