Merge pull request OpenAMP#119 from nathalie-ckc/update_charter

Update charter wording on quorum and voting: To ensure we don't get stuck unable to reach quorum, we discussed at the last OpenAMP Board meeting about updating the charter. We also discussed moving to email voting to make the voting more inclusive, since time zones are a challenge for having meetings that everyone can attend.
