[ENH] - Update issue templates

• 🔧 Update issue templates
• 🔧 Replace issues with forms

Changes:

• GH forms have been in Beta for a while and they massively improve the issue creation experience so I replaced our issue templates to make them easier to fill and more dev-friendly

Types of changes

What types of changes does your code introduce?

I fixed CI so that changes like this should not currently trigger any tests since there are currently no tests. Looks great to me 😄
