tests 97 and 103 failing on Windows (debug build) -- is this expected?

I am doing a local debug build on Windows. I have used the develop and master branches, the 20241213 tag, and the most recent release that says "All tests passed" and in all cases, tests 97 and 103 are failing. Is this expected? Am I doing something wrong? What might be different in my environment? Do I need to care?

Can you be more specific which are tests 97 and 103 exactly?

The utils test needs a quiet machine not doing anything else. I think CI doesn't run that test?

The traverse test, that's an odd error for traversing a directory hierarchy. What Windows version are you on? Maybe they changed something.

I was just following the build instructions, which conclude with running the ctest) Is it just that the first of the two is taking longer than expected?

That got added long after the traverse test was written. I guess the test will need to be improved to support setting the permit_racy_reads flag.
