Push compiled artifacts

As described in #1 , the result of running onnxruntime is compiled .bundle artifacts. We need to give the user the ability to push these artifacts to hf or an OCI registry. That depends on #1 , as we need to have a location where they are.

We also need a way to provide a naming format.

As an example, the compiled .bundle tend to be a tar file. Here is an example of the format:

A good example of how it used to be published is here https://huggingface.co/ainekko/vicuna-13b-kvc-fp16/tree/main one additional option would be to explore whether an exploded bundle can be consumed by onnxruntime/InferenceServer
