[admin] Remember position of portlets in a cookie #17

The position of all portlets must be remembered in a cookie, so that after logout and login again the position is restored. We must also remember which portlets were active in the dashboard.

P.S. This issue is probably working already (we used to have it before, so please check if it is working and if it's not, then fix it).
