Description of the Change
First commit brings compiler, client, and CLI up to date for Preview3. Second commit then makes edits to bring those and other packages up to date for Preview4. Note that Some APIs are still WIP, but this allows us to compile a contract, use the client to publish the contract and then call the contract.

Bring NEO•ONE up to date for Preview4. Closer to Neo3.
