committee member fail to update after cn count + committee count blocks #1927

Describe the bug
Since the change of #1902 and #1907, get committee does not change after 28 blocks

To Reproduce
Steps to reproduce the behavior:

one consensus node, initialized with 4 committee members.
create 4 wallet and vote, total greater than 2000,0000 votes.
get committee.

Expected behavior
Committee member should change.
